Illinois not refunding taxes despite no connection to the state

One of my W-2 forms for 2021 specified Illinois as the state, which is outdated information.

I did not live or work in Illinois in 2021, and the company has no offices, operations, or other business in Illinois.

So, I filed a tax return with Illinois as a non-resident.

I received a Return Correction Notice from Illinois which, without proof or reason, changed the income source back to Illinois. 

The Return Correction Notice requires a statement from the employer on their letterhead verifying my Illinois income, but I don't have any Illinois income, and the company is currently no longer operational.

My guess would be that there is a high chance now that Illinois will just get to keep the taxes?
