No, you do not have to wait for it to be accepted before filing the South Carolina return. However, you should complete the North Carolina return first and then work on the South Carolina return.
If you have a South Carolina balance due since taxes were not withheld, you can still go ahead and file the return now. You will have up until the tax due date to actually pay the balance due.
