I was a resident of CA from 2018-2020, then moved back to VA because of COVID and working remotely. I became a resident of VA in 2020. Though I travelled to CA in 2021 to visit the site, it was about 60 days in total I was in CA (between business and pleasure).
Your explanation makes sense, and I see the correction to VA withholding I should have done,
