I have the same issue, live in NJ, work in Philadelphia, PA the entire year. On W2, box 15 says PA and box 17 has thousands of dollars listed. Also, box 19 has thousands listed and box 20 says Philadelphia.
Do i file a PA state return claiming zero wages to get back those thousands of dollars from PA. And then on my NJ state return, use the box 19 Philadelphia money as a tax credit to NJ’s taxes???
