Charged for State Tax Return which doesn't exist

I live in Florida which does not have income tax. Using TurboTax online, I selected Florida as my State, not knowing if it was needed for other tax information. I was charged $39 with a notice to print and mail in the return. However, there was no document. I attempted to get help online to no avail. I called the 1-800 number and was told my email did not correspond with my account. I told the woman it is the correct email; I receive emails from TurboTax. I was also able to get through to her with that email. She either hung up on me or we got disconnected. 

 

I was not able to make any changes because I had already submitted my filing. This is very frustrating.
