For instance, the form for casualty loss for Hurrican Maria, which happened in Puerto Rico and which declaration is dedicated to Puerto Rico, should take PR in the address. PR is the official USPS abbreviation for Puerto Rico and it doesn't take it. It doesn't take either the zip code for Puerto Rico... seems to me that it is a system glitch that needs to be fixed.
