I had the same issue last year and again this year. I have double and triple checked to make sure my information was entered correctly and it will not allow state efile. I have some 1009-R forms that I have 10% of amount received deducted to insure that I do not have to pay state taxes at year end filing. I don't understand what is wrong. I have used Turbo Tax for years and only had this issue last year and this year!
