Call the Virginia Department of Taxation at 804-367-8031. They can look up your account and issue you a refund. They are open Monday - Friday, 8:30am - 5pm EST.
Double payments are generally refunded automatically. If you haven't received a refund, it's possible one of your payments was misclassified. For example, it was credited as an estimated payment of 2021 taxes. A phone call should fix things.
