I went back into the W2 copied the payer id on a piece of paper, then deleted it from the field and re-entered it. The payer ID was correct before I deleted it, but the act of deleting just that field and typing it back in advanced me to the final menu before the Client Review. I couldn't get there before. I hope this helps someone else out there.
