NYS will not exempt $10,200 of unemployment benefits from taxation. Therefore, unemployment is fully taxable on your NYS return.
For the allocation on your NYS return, please enter $0. This negative amount of $10,200 will have to be added back for your NYS return. Once this is done, your unemployment will not have a corresponding negative number as shown on your federal tax return. This will make the entire amount of unemployment taxable as per law.
Example:
On your 1040, you have $11,000 of unemployment - $10,200 exclusion, which would leave $800 taxable on your 1040.
For New York, you would have $11,000 of unemployment - $0 exclusion, which would leave $11,000 taxable on your IT-203.
