No.  The IRS doesn't use email for this purpose, but email is not safe communication anyway.  They have to ID you by asking you for sensitive info, etc..

If you try to use the above info to phone from outside the country, you may or may not be able to phone an 800 number, and even if you can, it won't be free internationally, and you might be on-hold a while.

The IRS does have an International Taxpayer Service Call Center you could phone.  It is not a free number either.

There's also a mailing address shown there for people outside the country, but if you are normally in the USA, I don't know if that is an address you should use or not.
