If you're using TurboTax Online, yes, you have to purchase all three states if you want to print and mail them in. However, e-file is included in the cost of each state.
If you're using TurboTax CD\Download, one state is included. You have to purchase the other two states. E-file for the state is not included in the cost of each state.
