Yes, it's quite normal to receive the federal refund before a start refund. It can happen in reverse however it's been my experience the states are not always as quick to release as the federal.
The federal refund is usually delayed if special child credits are included in the return such as earned income credit (EIC) or additional child tax credit (ACTC).
