The offer is actually called "Up to 5 Days Early", which means 1-5 days early.

 

It first depends on where you got that date of February 14.   If that's what TurboTax showed soon after you efiled, that is an estimate based on a 21-day average.

 

No one here in the user community will know anything specific about your refund date.   Is February 14 what is displayed at the IRS "Where's My Refund" tool?

Once the IRS is ready to send your refund, if you don't get it at least 1 day earlier than you would have otherwise received it (the settlement date),  and if you were charged for that special offer, then it is not supposed to be charged.   You will see that stated in the FAQ below.
