A "pending" state return in TurboTax means your return has been transmitted but it is not yet accepted or rejected by your state.
This is normal. State agencies often take longer to process returns than the IRS.
This may not occur until days after the federal return is accepted. You will know if your federal government accepted if you receive an email that is a confirmation that your return is accepted or you can log in to your TurboTax account and check the "Tax Home" screen for an "Accepted" status
