After going through 4 customer service agents with no clear communication on when it will be resolved, I was given access to escalation manager.   The escalation manager couldn't find a date for availability of the form 8283 in the online version.   Per Turbotax customer service team I interacted with there was no clear date or related communication internally.   The tool says 31st January if one goes through "Fix the error"  route within the online tool.   I hope Feb 6th is the date.
