Problem seems to be
TTax is trying to file both federal and state and fails on federal efile. It doesn't provide an option to just file the state by Mail to avoid hitting the federal 5 efile limit
To work around, I basically have to print Records (File -> Save for your Records) and select the forms to mail in manually.
