The Payments section is Lines 12-17.
Code 570 can take many months ( eight or more) to be resolved, not 7-14 days. by then the e-File window will be closed.
I would send the second amendment with Part II telling the IRS what your changes are all about.
You control whether a state amendment is e-Filed or not.
