When you download the PDF of your 2023 tax return the New Jersey return will be in the PDF, after the federal return, even though you haven't filed the New Jersey return.
The requirement to file a New Jersey tax return is not based on whether you owe a payment. The requirement to file is based on your income and your filing status, not whether you owe. If your income was more than $10,000 or $20,000, depending on filing status, you are required to file a New Jersey tax return, even if you don't owe anything.
