Where's My Refund should become active a few days after your return has been accepted.
When you file (transmit) you should get an email or text acknowledgment of the filing, this is not the same as IRS acceptance. If you did not get an acknowledgment of filing, you might not have finished all the steps.
If you got an acknowledgement of filing but you did not get an email or text message from turbotax saying that your return was accepted or rejected (check your email spam folder if you have one), and it has been more than 2 days since you e-filed, you can try calling customer support to see if they know about any delays.
