To cut to the chase, I made an error in my review of taxes paid, and there is no longer a problem regarding this specific matter. I'll reply and add some more info:

 

I'm using the desktop version.

 

"Your 1099R box 4 are MORE than 1040SR line 25b?  Could you have entered a 1099R in another place as a W2 or other kind of 1099? I can see how 1040 line 25b could be more than the 1099Rs like if you had federal withholding on something else like Social Security or 1099B for investments but it shouldn’t be less  than 1099R.   Did you miss entering a 1099R?  Are 1040SR boxes 4a and 5a for the gross amounts right?"

You are spot on that line 25b was actually more (not less, was I wrote) than the sum of the 1099Rs.

 

The "Tax Payments Worksheet, Forms 1099-R, line 12" was correct, but 1040-SR: "Payments, Form(s) 1099, line 25b" was way off from that amount. Turns out, as you postulated, that line includes the taxes paid from my "FORM SSA-1099SM". I glossed over that the SSA form was a type of 1099.

 

I spent a lot of time reviewing numbers from every which way, but overlooked something very simple. My apologies, and sincere thanks for your help!
