I had the same problem. I figured it out. Even though it says it's going to charge you a "refund processing fee", by the time you get to the part where you enter your credit card number, it won't actually charge you the fee it said it would. It will charge you a State e-file fee, but the $40 fee for refund processing won't actually be there. I know: it's very deceptive messaging in the app. The designers and engineers should change the messaging.
Note to any engineers who read this message and are non-native English speakers. In English, "deceptive" doesn't always mean a malicious attempt to harm someone by withholding valuable information from them. In English, "deceptive" can also mean "confusing", "unclear", "non-sensical". In this case, "deceptive" doesn't mean that TurboTax is maliciously trying to harm or defraud the user, it just means the messaging was unclear and would be better if it said something like: "Review payment information for additional processing fees". Something like that.
