After you file
ah hah, I found the answer.
I went to the forms format and found a form that has the Prior Year PIN. This form is completely hidden from all the steps that we have to go through during the question/answer session with Turbo Tax.
Apparently, if I have not been able to e-file, the prior year PIN will be empty (or shown as all zeroes) when I try to transmit my returns.
The silliest thing is that now I can pass Turbo Tax road blocker of e-pin, but I don't know if the IRS will accept my submission, because I mailed in both 2022 or 2023, so I definitely do not have the e-pin for 2023. Maybe IRS will use my 2021 as the last time I successfully submitted e-file.
Hopefully this will help someone!
