You don't need to file a federal amendment if your changes don't impact your federal return.
If you print and mail the return, you'll need to include the MO-1040 and any forms that changed as a result of the amendment.
What version of TurboTax are you using? When you leave the date blank are you getting a message that the date field is required when you get ready to file the amendment?
