whether you need to send the 1099-B depends on how your other transactions were entered. if summary totals for each type A,B,C,D,E,F then yes the IRS wants the 8453 and the 1099-B.
if each trade was enter separately on the 8949 including the wash sale, Turbotax is misinforming you. since you have provided the details of the trades, the iRS does not want the 1099-B or 8453.
otherwise, your other option is to just skip mailing the 8453 and 8949.
