After you file
You should receive it 5 days earlier than the date you see on Where's My Refund. Once your return is filed, TurboTax has no control over the processing of your return or the release of your refund. Due to PATH Act, the IRS is required to hold refunds for customers with the EIC until March 3.

Once the IRS processes your tax return and provides an issue date for the refund on the IRS refund site, you will count back five days from that date.
If you do not receive your refund five days earlier than the date on the IRS refund site, you will not be charged the $25 fee..
