There's no way to know. If that's a date TurboTax provided, that's an estimated date based on a common 21-day interval. Some come earlier, some later. It depends on what situations are in the return and whether there is any need for further processing or delay, such as certain credits: ACTC, EITC, etc. Returns with those types of credits may not see refunds until late February/early March due to the PATH Act.
