the situation where you used a service to mail in payments to the NYS but accidentally sent it to the federal government is not what the original poster is asking.  payments to the IRS can be made at about 3 different centers around the USA, and there is even one in Charlotte, NC for those people living overseas, but obligated to pay taxes.

 

The original poster is stating that he/she was paying the IRS (FEDERAL GOVT) not the stat of NY or any other state, and MAILED THE FORMS AND PAYMENT TO THE WRONG IRS ADDRESS. The IRS will still take the payment based on the postmark, but it will delay the processing and therefore the refund.
