After you file
Turbotax runs their advances very differently. You can only get an advance after you file your tax return, not before, and Turbotax does not charge interest. That means you can't get an advance until the IRS opens e-filing, whenever that happens.
Every company decides for their own business whether or not to offer advances, to whom, and how much to charge.
