PERMANENT NON-RESIDENT & STATE TAXES

I was in California from 2001-2015, I arrived from overseas and worked for 15 years.

After 2016 I emigrated back overseas. I stopped work in 2015 and sold my home in 2016 - therefore have no assets or income from California or the United States.

Turbo tax forces me to select a US state or residence which I DO NOT HAVE.  I also report for Federal with my overseas address and as Foreign Country.  How can I stop submitting a CALIFORNIA state return which taxes me on my worldwide income - I have NO INCOME FROM A SOURCE WITHIN CALIFORNIA or OTHER STATE in the US. I have not spent any days in the US since 2016. I should not pay any STATE taxes.
