My first 2023 Efile attempt was rejected but still debited

My first 2023 Efile attempt was rejected so I corrected a duplicate entry that had an incorrect EIN on one of them and refiled and was accepted.  The corrected return amount owed was about $100 less than the rejected return.  I looked at my bank account and BOTH amounts had been taken out; the larger amount by debit card and smaller by ACH debit.  Called IRS and was told it was too soon to see any transactions.  Turbotax Rep said the larger debited amount was indeed the amount owed on the rejected form.  He said he'd never seen a rejected return get debited; has over 30 years of tax experience.

So, what do I conclude from this?  Is it an IRS error, a scam 'artist'?  The charges say 'pending' so I can't dispute the wron one yet.
