No, when you amend your tax return, the original refund is still issued. Any additional tax due, or refund, is handled separately.

 

So your 2022 refund was $5,213. If you filed on time, you probably received it about a year ago. Now that you have amended your 2022 tax return, you owe the IRS $3,189. 

 

Even if you filed 2022 late and haven't received the $5,213 refund yet, they won't just send you the difference, they will still refund you the $5,213, and expect you to pay back the $3,189.
