Yes, you can start a new tax return in TurboTax Desktop by selecting Start a New Return in the lower left of the first page, or by selecting File, then New Tax Return in the upper left corner of any page.
Once you select that, you can select a 2022 tax file to bring forward, or you can start form scratch by selecting Continue without transferring in the lower right corner.
