if you can't pay your taxes without relying on a "tax refund", then maybe you should re-prioritize your finances. Taxes returned, if any, should be considered a bonus vs an annual check. You should be financially sound enough not to have to rely on refunds in order to pay a bill. Don't put your inability to pay your taxes onto someone else.
