Yes, people who file very early and have refundable credits on their tax returns like Earned Income Credit and Additional Child Tax Credit are seeing delays in their federal refunds.
The first reason is the PATH act. If you have refundable credits, you will not get your federal refund before February 15, no matter how early you file. Follow this link for more about the PATH Act.
