Unable to e-file NYS Taxes with Windows 10 desktop TurboTax 2023

NYS return shows following message: "Not Eligible for electronic Filing". Then application provides ambiguous explanation : "Returns with state and/or local withholding from sources other than Federal Form W-2, W-2G, 1099-G and 1099-R."
