If you go ahead and file both returns now, you might receive your Virginia refund before your Federal tax is due.
Even if you file the Federal return now, you have until the due date of April 15, 2024 to actually pay the tax and it be considered paid on time. When you file, select that you will mail a check to the IRS. That will give you flexibility to decide later how you want to pay.
