For an amended return I only piad money but did not get the amount I was owed.

I filed an amneded NY state return. The first one I was owed 18k and the second one I had to give back 12k. Overall the real amount I was owed should have been 6k. However, so far only 12k was taken from me. When will I get the 18k? I tried to use the tracker and calling them but no luck.
