After you file
You should not mail an amended return. The IRS is going to reject your return because they have a file that shows that you should have your 1095-A. They will send you a notice that says that you should have added a 1095-A to the return. When you get that notice you should file the amendment. Since it appears that they will owe you a refund of $140 at that point then you can expect to receive that back and there are no penalties or interest for waiting to file.
