Trouble amending 2021 tax year

I'm running into an issue amending my 2021 return. I'm using the 2021 Turbotax Deluxe downloaded version for Mac. I received a 1099-R for backed out IRA contribution in 2022 (includes taxable gains for the 2021 tax year) and need to add that to the 2021 tax filing. I'm following the instructions https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-return/amend-change-correct-return-a... and have tried this a few different ways without success.

First, if I open Turbotax 2021 to the main welcome page that includes a link to "Amend and return (make changes) after it was filed and accepted by the IRS", and then select I need to amend my 2021 return it goes to a section where I can enter the 1099-R, but it doesn't have any of the information from the 2021 return. It appears to be treating this as a separate/new return.

If I open a copy of the 2021 return file I have, it opens to the e-filing status page rather than the welcome page. If I go to the Federal Taxes tab and select Other Tax Situations, there is a section to amend a return. I press update and it goes to a page that allows me to enter the additional 1099-R, but when I enter the form information it adjusts the federal tax due (it never reset to zero), doesn't change state information, and when I get back to the filing page it just says that e-filing is closed for the season. It doesn't prepare the 1040-X or produce the instructions like it has in previous years.

As far as I can tell, I'm following the instructions but not getting the expected result of being able to enter the additional information and have the software produce the amended forms that I can mail in. I'm not sure if I'm missing something or if there is something wrong with the software or file. Does anyone have suggestions for how to go about fixing this?
