After you file
It depends. There could be a number of reasons why the Federal Return might need to be amended and the state return is just fine as originally filed. However, if you suspect that the original state return was also wrong, there are two possibilities:
- The state return was not originally filed. If the state return was not filed originally, then your preparation of the Federal Return will fix the information on the state at the same time. There's no need to file an amended state return if the original was never filed: you now need to file the "original" (but revised) state return. It is possible, however, that you will have to mail-in your corrected state return (TurboTax will advise you).

The state return was also originally filed and accepted. Then you will also file an amended state return. Here is an FAQ with instructions on this: https://ttlc.intuit.com/replies/4653469
If you are not sure if you need to amend, go ahead and amend. This FAQ says why: https://ttlc.intuit.com/replies/4639818
