if you have a prior years basis, Line 3, then Line 6 is required to calculate the correct taxable amount,
if you don't meet any of the three bullet items for Part I you don't use Part I (it will be empty).
For code 7 you don't use Part II or Part III either in which case you don't even file Form 8606.
