No, you can only file 2022, 2021, 2020, or 2019 tax returns with TurboTax. But if you failed to file the previous Forms 8606 then you can file them by themselves for prior years. Please see IRS prior year Form 8606 to get the forms.
Technically you can be fined $50 for failing to file the form on time, but the penalty can be waived if you have reasonable cause. Please see Relief for Reasonable Cause for additional information.
