Short and sweet answer. They are holding your money for the interest benefit and possibly to remain solvent. We had the largest refund we have ever had. Eventually after a we sent a certified letter and they apparently refused to accept. We tracked the letter. We went to our senators office. We did finally get the money sent back to the IRS. SBTPG suggested our refund was "highly unusual" with that being the reason they returned it to the IRS. The IRS has now held onto it for a couple of months but they sent us an interest check! The entire situation is frustrating. My husband has gone back to the senators office and back to the tax office. I expect we will be getting our refund soon. I would give this advice. If you use turbotax buy the program on a disk. Don't ask for any services. Don't accept any special or additional services. Mail in any payment if it is due. It is probably safest to print out your return and send it in as well. Turbotax has lost class action suits before due to it's business practices and will likely be facing more. Tell your friends not to use TurbTax. They are responsible for the services they offer even if it is administered by a separate entity.
