Can I talk to a real person because something was messed up on my 1040 form and I never received a tax return? I don’t understand taxes and I don’t know how to fix it.

I got a letter from the IRS saying I need to submit form 8863 to support education credits I claimed on form 1040 line 16. I looked up form 8863 and it doesnt apply to me— I’m not claiming a student, I am the student. I think there was a misunderstanding when I used TurboTax to file! I don’t understand why I filled out line 16 on the form 1040. I wish I could go through the questions TurboTax asked when I was filing my return and double check, but I can’t figure out how to do that. I just want my money lol
