A. Yes.
Q. Why only about half the folks have to complete this portion?
A. The other half doesn't live in a city or village with an income tax. People who work in a city with a tax (but don't live in one) are subject to city income tax withholding for the work city, but they do not have to file a city return.
Q. And why must we initiate it wouldn't it be easier if TT inform us to complete city like it does with the Federal and State?
A. No, they would cause more confusion to those who don't have to file.
Q. And is there a way I can go in and complete that part because the TT system does not give me the option at all (I've been using the free online version).

You can complete the forms at the CCA web site. Some people say it's easier than using TurboTax.
