Even though the Virginia Department of Taxation was accepting returns, they did not start processing them until mid- to late-February. They were waiting for legislation to be passed concerning Virginia's conformity to the new federal tax laws.

Tax website:
What the new law means for this year’s filing season:
- We are starting to process returns in the order we received them.
- The Where's My Refund online tool is open and available for you to check on your 2018 return, past return, or refund status 24 hours a day, 7 days a week.
- Due to the large backlog of returns that have already been submitted, you will experience slower turnaround times for refunds compared to past years.
