Should the IRS be able to see my tax account info? I received a letter saying they can’t does that mean TurboTax hasn’t filed it right?

I filed January 14th this year my federal went right through my state didn’t. TurboTax had to fix something with their site. I’ve received my state not my federal. Now the irs is saying they can’t access my tax information that seems very odd
