What is the reason you are amending your return? You appear to be using online Self-Employed Edition (at least that is what is displayed underneath your question.) Did you happen to upgrade from Deluxe to the Self-Employed Edition while preparing your amended return? If so, it will charge you the additional fee.
Are you needing to report self-employed income/expenses?
By the way, were you due a Federal refund with your original return? If so, have you received it? It's recommended to wait until you receive any Federal refund from the original return before amending.
