@Was Prof Tax Preparer - let's go back to your tax return, because I see a LOT of folks who made this same mistake - The IRS made this confusing for those filing a joint return.
you and your spouse EACH should have received Letter 6475 confirming how much you received. When TT asked how much you received on Letter 6475, you were supposed to ADD BOTH LETTERS together.
So you should have entered $2800, which would have meant Line 30 would have been zero. Did you enter $1400 which made Line 30 $1400?
Did you realize there were two letters and they were not a duplciate (even though each letter stated $1400?). One letter should have been addressed to you and one addressed to your spouse.
does that help? is that what occured? TT's software worked correctly, but is dependent on taxpayers entering the correct amounts.....
